6 Digit Heritage Plates

So what's happened to the 6 digit Heritage Plates? Some of you may not have noticed that this format has not been available for some time. I'm not even exactly sure when the last time was that VicRoads released a 6 digit plate (it's sometimes difficult to tell the private lots from VicRoads lots at Shannons auctions) From my calculations it was at the Shannons November 2006 auction, but there seems to be a plan, one that's been forever forthcoming but nonetheless a plan. 

The same ol' statement on the Vplates website states: "Three, four and five digit numbered plates are only available via auction....Six digit Heritage Plates will be available for purchase via retail sale shortly"  

A separate section on the same Vplates page states: "100-000 to 285-000, $10,000 (Currently unavailable. Official release date to be announced shortly)"

So can we assume from the above that 6 digit plates aren't worthy of the auctioneers gavel?  Does a standard figure of $10,000 per plate seem too high? Too low? Maybe it's a better way to purchase Heritage Plates as opposed to fighting for them at auction?
